国家标准(国标)与企业标准(企标)是中国标准体系中的两个重要层级,它们之间既有层次关系,也有互补与互动的关系。


理解它们的关系对于企业合规生产、产品创新和市场竞争至关重要

National standards (national standards) and enterprise standards (enterprise standards) are two important levels in the Chinese standard system, with both hierarchical relationships and complementary and interactive relationships between them. 标准体系的层级结构

中国的标准体系按照效力和适用范围分为四个层级,从高到低为:

  • 国家标准(GB / GB/T)
  • 行业标准(如:YY 医疗器械、JB 机械、QB 轻工)
  • 地方标准(DB)
  • 团体标准(T/XXX)
  • 企业标准(Q/XXX)

✅ 基本原则:下级标准不得与上级标准相抵触,且通常下级标准的要求严于上级标准。

The hierarchical structure of the standard system
The standard system in China is divided into four levels based on effectiveness and scope of application, from high to low:

National standards (GB/GB/T)
Industry standards (such as YY Medical Devices, JB Machinery, QB Light Industry)
Local Standards (DB)
Group Standard (T/XXX)
Enterprise Standard (Q/XXX)
✅  Basic principle: Lower level standards must not conflict with higher-level standards, and usually lower level standards have stricter requirements than higher-level standards.

Value Description
Quality improvement is achieved through stricter standards that force production process control and enhance product quality stability.
Brand building with "enterprise standards stricter than national standards" can be used as a promotional selling point to enhance consumer trust (such as "30% higher than national standards").
Technological barriers form technological advantages, preventing competitors from easily imitating.
The compliance foundation is the basis for product factory inspection and market supervision spot checks.
Excellent enterprise standards participating in standard competition may be accepted as industry or national standards, enhancing industry discourse power.

误区
正确认知

“企标可以低于国标”
❌ 错误!企标不得低于强制性国标,推荐性国标虽可等同,但通常企业会制定更严标准以体现优势。

“企标不需要公开”
❌ 错误!根据《标准化法》,企业必须公开其执行的标准信息(包括企标)。

“企标随便写,没人管”
❌ 错误!企业对标准内容负责,若标准虚假或导致产品不合格,将承担法律责任。

“有国标就不用搞企标”
⚠️ 片面!即使有国标,制定企标仍是质量管理和品牌建设的重要手段。

Misconceptions and correct cognition
Enterprise standards can be lower than national standards ❌  Wrong! Enterprise standards shall not be lower than mandatory national standards. Although recommended national standards may be equivalent, enterprises usually formulate stricter standards to demonstrate their advantages.
Enterprise standards do not need to be made public ❌  Wrong! According to the Standardization Law, enterprises must disclose information on the standards they implement (including enterprise standards).
Write the company logo casually, no one cares ❌  Wrong! Enterprises are responsible for the content of the standards. If the standards are false or result in unqualified products, they will bear legal responsibility.
If there is a national standard, there is no need to establish enterprise standards ⚠️  One sidedness! Even with national standards, developing enterprise standards remains an important means of quality management and brand building.

The legal status standard is the bottom line, while the enterprise standard is the "higher standard" promised by the enterprise.
Technical relationship enterprise standard ≥ national standard (especially in key indicators).
The development logic from "no standard → enterprise standard → industry standard → national standard" is a typical path for technological maturity and market promotion.
The formulation of corporate strategies that are stricter than national standards is one of the core competencies for improving quality, building brands, and winning the market.
Suggestion: Enterprises should actively develop and update enterprise standards as an "internal strength" of quality management, rather than a "formal document" for inspection.
