GB/T19001-2016标准理解与实施-1、范围

(一)标准的适用性
如果一个组织有以下两个方面的需求时,可以采用GB/T19001标准规定的质量管理体系的要求:
(1)需要证实自己具备稳定地提供满足顾客要求和适用的法律法规要求产品和服务的能力:组织应具备稳定地提供满足顾客要求和适用的法律法规要求的产品和服务的能力,确保提供的产品和服务满足其顾客的要求并满足与产品和服务有关的法律法规的要求,这是组织在质量管理方面追求的目标。组织也希望证实这种能力。

所有组织都希望证实其能力,但这种证实不应停留在口头上或形式上,组织对质量管理体系的应用更应关注结果,关注质量管理体系的有效性和效率。组织要努力实现预期的目标,保证提供合格产品和服务,满足顾客需求。

不但如此,组织的质量管理还应关注改进,要不断改进管理水平,持续增强实现预期结果的能力,以满足顾客不断发展变化的需求,增强顾客满意。而有这样的需求的组织,可以依据GB/T19001标准向组织提供的模式,建立、实施、保持和持续改进其质量管理体系,通过对体系的有效应用,不断改进管理水平,持续增强能力,不断提高产品质量,实现增强顾客满意的目的,这样应用质量管理体系标准才有真正的意义

(二)标准的通用性
GB/T19001标准描述的质量管理体系要求是通用的,适用于各种类型、不同规模和提供不同产品的组织。但是任何一个组织都有其自身的性质和特点、其活动和过程各有不同,组织质量管理体系的设计和实施除了满足GB/T19001标准的要求外,还应适合组织的实际情况

(三)产品和服务
